Dear Ms. Whittington:

Please see this objection to the approval of the Surface Use Plan of Operations (SUPOs) for the North Fork Mancos Master Development Plan. As required by 36 C.F.R. § 218.8, my name, physical address, and telephone number are listed below:

Issues Presented for Objection:
• The Agency failed to conduct an Environmental Impact Statement (EIS) as required by federal law,
• The Agency failed to take a hard look at the cumulative impact of all oil and gas related water withdrawals in the North Fork of the Gunnison,
• The Agency failed to take a hard look at the impact of traffic increases related to this project,
• The Agency failed to take a hard look at the impacts to wildlife and habitat related to this project,
• The Agency failed to take a hard look at the cumulative impacts of this project and other oil and gas-related activity in the area on air and water quality,
• The Agency failed to take a hard look at the potential adverse health impacts associated with this project.

Connection to Previous Comments & Reason for Objection:
In past comments, I have raised all of the issues above. The Forest Service (and the BLM) has failed to address those issues. The agencies response to all of the issues I’ve raised throughout this process has been dismissive, intended to minimize my concerns, and not backed by evidence. The agencies sole concession to the concerned I raised about water withdrawals in the North Fork of the Gunnison watershed was to extend the timeline of the project so that the individual years would look less horrific.

The Forest Service has also not provided any real reason for failing to conduct an EIS, beyond the agency’s apparent desire not to.

Your response to my other issues was similarly dismissive. Quantifying the potential impacts without a plan to address them is not responsive to my concerns. Simply comparing the potential increase in carbon emission resulting from this project to national carbon emissions is not a cumulative impact analysis. Same for traffic increases. Comparing the thousands of heavy truck round trips associated with this project to annual traffic averages on Hwy 133 only serves to minimize the real impact this project will have on our community.

Thank you for your consideration of these issues. I ask that you do not approve this project, and these SUPOs, until proper analysis has been conducted, and my concerns have been addressed.
