Dear Mr. Crockett and Ms. Mortenson,

I am writing to you today because the proposed North Fork Mancos Master Development Plan (NFMMDP) is bad for the North Fork Valley and for Delta County; and the revised plan using the slickwater fracking method is even worse. The lifeblood of the North Fork Valley is clean air and water, and that is being threatened by this 35-well natural gas project.

The NFMMDP proposes to build and operate 35 natural gas wells (utilizing horizontal drilling/fracking), with accompanying industrial facilities in the middle of three critical watersheds that supply drinking and irrigation water to over 500 residents. A speculative 13-wellpad second phase of development is also in the works, but not part of this environmental assessment, and could result in up to an additional 108 gas wells within this critical watershed.

The project proposes consuming 2,355 acre-feet of water during the 4-year drilling cycle. The operator has not yet secured a source for nearly 800 of those acre-feet, and the BLM has not yet analyzed the potential impact of transporting or securing that water. The operator’s failure to specify a source for this water makes this EA premature and incomplete.

In addition, this proposed project is next to the recently approved 146-gas well Bull Mountain project. The headwaters to the North Fork Valley are an unacceptable and inappropriate location for this type of industrial activity. The risks are simply too high.

This Environmental Assessment is simply inadequate. It fails to address the carrying capacity of the region for large-scale industrial oil and gas development. I request that you conduct an Environmental Impact Statement to analyze fully the cumulative impacts and ramifications this project would have on the watershed, health and safety of animals and people, the local economy, and the climate. Climate change is already having an impact on the North Fork Valley—affecting agriculture, wildlife, and the watershed. Increased methane emissions from this project will only exacerbate already troubling issues. This Environmental Assessment does not adequately analyze the risks this project presents.
