The Bureau of Land Management (BLM) released a Supplemental Environmental Analysis (EA) for the 146-well Bull Mountain Unit Master Development Plan and 25-well Dual-Operator 5 Pad project on March 14, 2025 for a 30-day public comment period. The purpose of the Supplemental EA is to further analyze greenhouse gas emissions (GHG) emissions, and cumulative hazardous air pollutant (HAPs) emissions and impacts, that may result from the extraction, processing, transmission and combustion of oil and natural gas produced through operations proposed under the 5-Pad Project EA and the Bull Mountain EIS. Both projects are located northeast of Paonia, Colorado, within the Uncompahgre Field Office boundaries. BLM prepared the supplemental analysis to address the State Director Review remand dated February 5, 2024, to review and, as appropriate, provide additional analysis as directed by the court in Citizens for a Healthy Community v. U.S. Bureau of Land Management, and consistent with more recent analyses and case law. The EA supplements the analyses of GHG emissions and HAPs in the 5-Pad Proposal EA and the Bull Mountain project EIS (DOI-BLM-CO-S050-2015-0029-EA and DOI-BLM-CO-S050-2013-0022-EIS, respectively).

CHC and our community have been fighting these combined 171-well projects for a decade. The science has not changed and the impacts have not changed.

The BLM finds that these 171-wells, 4 water disposal wells, 33 well pads, roads, and pipelines, 4 compressor stations, and 3,032 truck trips will not have a significant impact on our climate or air quality. The BLM also finds that nearly 4 percent of Colorado’s emissions from oil and gas production on federal lands will come from these two projects and the adjacent 35-well North Fork Mancos Master Development Plan. All of this sounds significant!

Sign this letter by 4pm April 14, 2025 and tell the Bureau of Land Management to protect our climate, air, and community.
